The Daycare Manager will provide exemplary childcare guided by the British Columbia (B.C.) Learning Framework and the Early Childhood Educators of B.C. code of ethics. The Daycare Manager is designated as the on-site manager as per Child Care Licensing Regulation of BC. This position requires planning and implementing a safe and appropriate early learning environment for the children within a licensed group care setting and culturally diverse community. The Daycare Manager will ensure that all safety and reporting requirements are met as per Child Care Licensing Regulations under the Community Care and Assisted Living Act of B.C. Some mentoring of staff will be required and the Manager must be able to work with parent volunteers in a parent participation daycare. The Daycare Manager is also responsible for the oversight of daycare ECE staff as per the organizational chart.

 

Primary Responsibilities

Program Management and Development

·        Applies the Early Learning Framework principles in the development of a creative and inclusive early care learning environment facilitating daily experiences that support each child’s emerging capacities including:

·       Building meaningful relationships with all children and maintaining an environment respectful of children’s strengths and needs.

·       Facilitating the acceptance and celebration of diversity among the children and families and the cultural groups they represent.

·       Direct supervision of children using multiple strategies including observation and positive guidance techniques.

·       Ensuring the care and learning is visible to parents.

·       Creating, monitoring, participating and evaluating the effectiveness of the daycare curriculum and making decisions to implement change as required.

·       Protecting and respecting the rights of children and the determination of appropriate interventions to ensure the protection of those rights.

·       Recognizing, documenting and taking appropriate action in the case of suspected abuse, illness or accident.

·       Ensuring serious incidences are reported to the appropriate authority and all required documentation is completed as per Child Care Licensing Regulations under the Community Care and Assisted Living Act of B.C.

·       Promoting the health and safety of all children including ensuring safe food practices and routine infectious control practices are in place.

·        The Daycare Manager ensures all decisions made in the child care program comply with Child Care Licensing Regulation of BC procedures and Esquimalt Nation policy and procedures.

·        The Daycare Manager as a leader in the child care sector will advocate for quality services for individual children and families by:

·       Supporting families in their attempts to access specialized services that may be required for their children.

·       Keeping informed of current events in the child care sector.

Daycare Supervision

·        The Daycare Manager is responsible for all decisions made at the daycare that fall within the delegated responsibilities:

·       Providing orientation of new team members to the daycare program;

·       Mentoring and coaching new team members, which might include students;

·       Promoting and modeling effective communication and collaboration;

·       Conducting annual Performance Reviews with team member and setting measurable goals for further 2 development;

·       Submitting these reviews to the Executive Director as per the Esquimalt Nation Employee Handbook.

·        She/he manages the attendance of the child care team and follows up with any issues related to frequent absences.

Management Team

·        As a member of the Management Team, serves as a role model of Esquimalt Nation’s core competencies and guiding principles.

·        Works with Management Team to develop and implement operational work plans to support the strategic direction set by Chief and Council.

·        The Daycare Manager is the identified manager as required by the Community Care Facilities licensing and in that role ensures the program complies with all licensing regulations, including:

·       Maintenance and storage of records.

·       Assists in the development of policies and procedures specific to the child care program.

·       Assists in the development and implementation of Emergency procedures and health and safety protocols.

·       The Employee is required to use her automobile in the event of a Tsunami evacuation.

·       As per ICBC you will need to increase your existing insurance to and from work with $5 million 3rd party liability and be paid mileage when used in an emergency situation.

·       Maintaining the environment and equipment indoors and outdoors and taking appropriate steps to ensure all safety requirements are met.

·       Housekeeping Duties.

·        Maintains communication with community agencies and training institutions through a variety of means as is relevant to the success of the child care program.

·        The Daycare Manager will create a successful and honest working relationship with the Executive Director by:

·       Keeping the Executive Director informed of program successes and struggles.

·       When available assisting and consulting with the Director in screening, interviewing and hiring of new team members.

Administration

·        The Daycare Manager is responsible for ensuring satisfactory completion of administrative tasks including but not limited to:

·       The administration of petty cash (if necessary).

·       Purchases and appropriate use of Day Care funds.

·       Any correspondence or required reports (including incident reports).

·       Monitoring enrollment and attendance of children.

·        The Daycare Manager will create and maintain respectful, meaningful and professional relationships with families that honour the role of the parent as the primary caregiver. This will be achieved by ensuring:

·       Effective orientations of new families to the daycare.

·       Due consideration is given and accommodation where possible of the parents’ requests for daily care routines within the context of a licensed group care facility.

·       Promotion of the daily exchange of information about children’s progress and the program between staff and parents/guardians.

·       Organization of and participation in parent/teacher conferences as required.

·       Families are referred to external resources and expertise as required in a caring and respectful manner.

 

Project Management

The Daycare Manager will work on the following project activities:

·       Creating an Indigenous Early Learning Curriculum

·       Incorporating knowledge givers and elders in the daily programming

·       Providing cultural safety training for all staff (i.e. San’yas Cultural Safety Training)

·       Incorporating land-based activities in the program (i.e. cedar harvesting, fishing, weaving)

·       Enhancing the existing Language Program and incorporating the teachings into Esquimalt Nations’ Early Learning Program

·       Supporting food security and increase food literacy for children and families

·       Incorporate wholesome meals in the daily programming

·       Creating a vegetable garden curriculum in the daycare where children can learn hands-on skills

·       Providing early intervention strategies to ensure optimal development for all children

·       Recruiting and retaining indigenous early childhood educators by giving these opportunities to community members through paid mentorships

§  Experience supervising junior staff.

§  A high level of functional spoken and written English skills sufficient to ensure successful communication with staff, children and parents.

§  Experience developing and managing budgets.

§  Experience supervising the work and managing the performance of others.
